Authorizes $36,375,000 in general obligation bonds for fiscal year 2026-2027 for capital improvement projects in Hawaii's 37th Representative District.

Allocates $12,950,000 for Waiawa Correctional Facility improvements including fire sprinkler systems ($1.5M), wastewater system upgrades ($4M), electrical distribution repairs ($1.5M), plumbing improvements ($1.2M), boiler replacements ($400K), farm facilities ($1.8M), roofing repairs ($500K), laundry room upgrades ($550K), and a new visitor center ($1.5M).

Provides $9,875,000 for Department of Education schools including Lehua Elementary drop-off area and security ($3M), Mililani Mauka Elementary painting ($600K), Mililani Uka Elementary playground ($275K), Kipapa Elementary covered playcourt ($3.5M), Pearl City High School air conditioning ($2.5M), and Mililani Middle School sidewalk widening ($800K).

Appropriates $9,000,000 for University of Hawaii West Oahu projects including facilities master plan ($1M), security systems and CCTV ($2M), veterans success center ($2M), irrigation repairs ($1M), native landscaping ($1M), and deferred maintenance with LED lighting ($2M).

Funds $1,150,000 for Mililani Public Library infrastructure upgrades and efficiency redesign to accommodate new services and community programs.
