Establishes the Institute of Indigenous Education, Science, and Outreach within the University of Hawaii at Hilo through collaboration between the Imiloa Astronomy Center and the College of Hawaiian Language.

The institute will develop and strengthen Hawaiian language education pathways from infant/toddler programs through doctoral degrees, and provide language education services to other indigenous groups including Native American tribal nations.

Expands the Hawaiian Language College Revolving Fund to accept revenue from any source (training, evaluation services, product sales, translation, consultation) and allows expenditures to support both the College of Hawaiian Language and the Imiloa Astronomy Center.

Modifies the Hawaiian Early Learning Trust Fund to support the entire Hawaiian-language-medium education pathway, including the Imiloa Astronomy Center and College of Hawaiian Language.

Prohibits the University of Hawaii from limiting revenue deposits into either fund and establishes caps on individual deposits (specific dollar amounts left blank in the bill).
