Establishes a green fee special fund administered by the Department of Land and Natural Resources to receive allocations from transient accommodations tax revenues for natural resource protection, facility construction, public lands maintenance, and related debt service.

Creates a watershed, biodiversity, and fire resilience special fund for watershed protection, groundwater recharge, native biodiversity conservation, wildfire mitigation, and post-fire restoration activities including fencing, ungulate removal, and invasive species control.

Establishes an aquatic resources conservation special fund for marine environment stewardship, aquatic life conservation, restoration of impacts from permitted actions, and installation of day use mooring buoys to reduce ecosystem impacts.

Creates a cesspool conversion revolving loan fund administered by the Hawaii Green Infrastructure Authority to provide low-interest and forgivable loans for converting cesspools to approved wastewater systems, with preference for low- and moderate-income households.

Establishes a coastal restoration special fund for beach nourishment and coastal restoration activities, and requires the governor to submit a separate bill (not the main budget) requesting green fee expenditures for climate change and tourism destination management projects.
