Requires the Hawaii Department of Health to adopt rules regulating farm kitchens producing homemade food products, with regulations no more stringent than those for home kitchens.

Farm kitchens on agricultural land would not be required to obtain food establishment permits solely due to their location, while still complying with homemade food product standards including food safety, labeling, and sales limitations.

Defines "homemade food products" as non-time/temperature controlled foods (excluding dried meats/seafood) and plant-origin pickled, fermented, or acidified foods with pH ≤4.2 or water activity <0.88.

Preserves Department of Health authority to restrict or prohibit foods posing higher public health risks and allows inspection and enforcement of farm kitchen operations.

Takes effect July 1, 3000.
