Authorizes county boards of water supply to generate, use, and sell electricity from renewable energy sources including hydroelectric, solar photovoltaic, energy recovery from water pressure systems, and biogas recovery from water treatment processes

Allows boards of water supply to issue revenue bonds for renewable energy facilities, enter into power purchase agreements, and establish electricity rates subject to public utilities commission approval

Revenues from electricity sales must be deposited into the water utility fund for infrastructure improvements, debt service, water rate reductions, or additional renewable energy development

Permits counties to establish by ordinance a process for subcounty governing entities (neighborhood boards, community development districts) to designate funding streams and submit budget allocation resolutions to county councils

Budget allocation resolutions from subcounty entities are advisory, but county councils must consider each resolution, provide written responses, and incorporate recommendations into budgets to the extent practicable
