Establishes three classes of electric bicycles based on motor assistance and speed limits: Class 1 (pedal-assist up to 20 mph), Class 2 (throttle-powered up to 20 mph), and Class 3 (pedal-assist up to 28 mph), all with motors of 750 watts or less

Prohibits persons under age 15 from operating electric bicycles and bans riding on sidewalks, carrying passengers, operating without a helmet, and tampering with speed limiters

Requires manufacturers and distributors to affix permanent labels showing classification number, top assisted speed, and motor wattage on all electric bicycles starting January 1, 2027

Authorizes county police to seize bicycles for a third traffic code violation or for removal of speed limiters, with evidence of speeds exceeding 28 mph serving as prima facie evidence of tampering

Increases redemption penalty from $25 to $100 for seized bicycles, with an additional $100 penalty for speed limiter removal, and directs the Department of Transportation to develop statewide safety and training programs before the 2026 legislative session
