Requires state departments and agencies collecting receipts from ceded or public land trust lands to transfer 20% of those proceeds to the Office of Hawaiian Affairs (OHA) for the betterment of native Hawaiians

Replaces the fixed interim payment of $15,100,000 annually (established in 2006) with a formula-based calculation requiring 20% of actual receipts from public land trust lands

Mandates agencies establish trust holding accounts to accumulate OHA's portion of receipts and transfer funds within 10 calendar days of each fiscal quarter's close

Requires agencies to calculate OHA's share by determining the ceded land fraction of each parcel, multiplying by the receipt amount, then by 20%

Takes effect July 1, 2025, but explicitly states the Act does not resolve or settle native Hawaiian claims to public land trust income under the state constitution
