Allows a beneficiary on the Department of Hawaiian Home Lands waitlist to designate a "qualified application successor" to inherit their waitlist position if they die before receiving a tract offer

Defines qualified application successor as someone who is at least one-fourth Hawaiian and is a relative of the deceased beneficiary (spouse, child, grandchild, sibling, or if none exist, parent, in-laws, or nieces/nephews)

Amends Section 207 to authorize the department to lease Hawaiian home lands to qualified application successors in addition to native Hawaiians

Updates Section 208 lease conditions to include qualified application successors as eligible original lessees for residential, agricultural, and pastoral tracts

Takes effect on July 1, 3000, or upon federal approval through either the Secretary of the Interior's notification or U.S. Congressional approval
