Prohibits the operation of gasoline-powered leaf blowers (those with two-stroke internal combustion engines) at any time in urban land use districts

Restricts non-gasoline-powered leaf blowers and weed whackers to operating hours of 8:00 a.m. to 7:00 p.m. on weekdays and 9:00 a.m. to 7:00 p.m. on Sundays and holidays in residential zones

Increases violation fines from $50/$100/$200 to $100/$250/$500 for first, second, and subsequent offenses; third violation of the gasoline-powered leaf blower ban results in forfeiture of the equipment

Removes the existing exemption that allowed government entities to use leaf blowers without restrictions

Counties may adopt stricter local ordinances on leaf blower and weed whacker use than state law requires
