Establishes the Aloha Aina Land Trust within the Department of Land and Natural Resources to manage state lands currently leased to the U.S. military once those leases expire

Requires expired military lease lands to be transferred either to owners of inheritable kuleana land interests or to the new land trust

Restricts use of transferred lands to ecological restoration/remediation, regenerative agriculture, educational/cultural purposes, and community purposes, with commercial uses strictly prohibited

Creates a seven-member board of trustees appointed by the governor, including the DLNR chairperson (ex officio), an OHA representative, and experts in ecological restoration, regenerative agriculture, and cultural programming

Mandates that lands classified as government or crown lands prior to August 15, 1895 be held in the public land trust and transferred to a sovereign Native Hawaiian entity upon its federal and state recognition

Appropriates unspecified funds for fiscal years 2025-2026 and 2026-2027 to rehabilitate and manage transferred lands
