Establishes a Teacher Housing Assistance Program administered by the Department of Education to provide housing vouchers to eligible full-time teachers at hard-to-staff public schools and charter schools

Housing vouchers can be used for rent, mortgage payments, or down payments on a primary residence, with vouchers valid for one year and renewable for one additional year

Eligible teachers must have taught at a Hawaii public school for at least one year, commit to teaching at a qualifying school for at least five consecutive years, and have household income below a specified percentage of area median income

Teachers cannot own additional residential property beyond their primary residence and must not exceed the monthly voucher cap (amount to be determined) or their actual rent/mortgage payment

Appropriates unspecified funds from the Teachers' Housing Revolving Fund for fiscal years 2025-2026 and 2026-2027 to implement the program, with effective date of July 1, 3000 (placeholder)
