Transfers oversight of the school impact fee program from the Board of Education to the School Facilities Authority Board

Adds a new statutory definition of "Board" to mean the School Facilities Authority Board established under section 302A-1704

Requires the School Facilities Authority Board to carry out processes and procedures for dissolving school impact districts previously conducted by the Board of Education

Effective date of July 1, 3000 (placeholder date indicating the bill requires further amendment before implementation)
