Establishes a lithium-ion battery recycling working group within the Department of Health to assess sources, estimated quantities, disposal threats, and recycling methods for small and medium format lithium-ion batteries

Working group chaired by the Director of Health (or designee) with the Chief Energy Officer (or designee) as a member

Chair will invite additional members including representatives from battery manufacturing, in-state and out-of-state recycling companies, waste shipping industry, extended producer responsibility organizations, and county fire departments

Working group must submit findings, recommendations, and proposed legislation to the legislature at least 20 days before the regular session convenes

Effective date set as July 1, 3000 (placeholder date indicating the bill requires further amendment before implementation)
