Requires condominium associations to comply with building and housing laws affecting health and safety, keep common elements clean and safe, and make necessary repairs to maintain habitable conditions

Mandates associations begin repairs of health or safety violations within 7 calendar days of notification from the Department of Health or other agencies, with completion required as soon as possible

Allows affected unit owners to make repairs themselves and deduct costs (up to one month's assessment or a specified dollar amount, whichever is greater) from their common expense assessments if the association fails to act

Requires associations to begin repairs of defective common element conditions reported by unit owners within 12 business days, or within 3 business days for electrical, plumbing, or sanitary issues

Limits total repair costs chargeable to the association by unit owners to three months' worth of assessments during each six-month period, and prohibits owner-initiated repairs at association expense when damage was caused by the unit owner's lack of due care
