Requires all gas utilities in Hawaii to file proposed initial renewable gas tariff(s) with the Public Utilities Commission by August 31, 2025

Public Utilities Commission must approve or modify renewable gas tariff applications within six months of receiving a completed filing, with completeness determined within 30 days of submission

Renewable gas tariffs must not increase rates for other customers and must be found just, reasonable, and in the public interest by the Commission

"Renewable gas" is defined as gas produced from non-petroleum feedstock for use by a gas utility in the State

Tariff allows customers to voluntarily purchase renewable gas, with rates based on net therm usage (monthly gas consumption measured in therm units)
