Adds definitions for "wetland" (areas with saturated soil supporting wetland vegetation, including swamps, marshes, bogs, and fens) and "isolated wetland" (wetlands not included in federal navigable waters under the Clean Water Act)

Expands the definition of "state waters" to explicitly include wetlands and isolated wetlands, addressing a protection gap created by the U.S. Supreme Court's 2023 Sackett v. EPA decision that narrowed federal jurisdiction

Requires the Director of Health to delineate all wetlands in Hawaii and determine whether each is an isolated wetland or falls under federal waters of the United States jurisdiction

Prohibits any person or public body from discharging water pollutants into state waters or at any location that may cause pollutants to enter state waters without proper permits or certification

Takes effect upon approval with no specified appropriation
