Prohibits lodging establishments from providing personal care products (shampoo, conditioner, bath soap) in small plastic containers (6 ounces or less) in sleeping rooms or public/guest bathrooms

Implementation timeline: July 1, 2026 for establishments with more than 50 rooms; January 1, 2028 for establishments with 50 or fewer rooms

Lodging establishments may use bulk dispensers or provide non-plastic packaged products upon request at locations other than guest rooms or bathrooms

Civil penalties of $500 for first violation and $2,000 for subsequent violations, with each day of continued violation constituting a separate offense

Applies to hotels, motels, resorts, bed-and-breakfasts, vacation rentals, and similar accommodations; excludes hospitals, nursing homes, prisons, homeless shelters, and long-term rentals
