Requires all Hawaii government entities that issue building permits to establish a self-certification process for behind-the-meter, customer-sited solar and energy storage systems, allowing immediate project commencement upon application submission by licensed professionals

Permits must be issued and closed within 30 days of application submittal when self-certification requirements are met, with inspections conducted remotely using photos and videos via "offline field reports"

Exempts behind-the-meter solar distributed energy resource systems from FEMA No-Rise/No-Impact declaration requirements when installed on existing structures without creating additional flood zone obstruction

Excludes the value of solar and storage systems from FEMA flood zone valuation calculations

Takes effect July 1, 2025, amending Chapter 196 of Hawaii Revised Statutes to support the state's goal of 100% renewable energy by December 31, 2045
