Appropriates unspecified amount from general revenues for fiscal years 2025-2026 and 2026-2027 to the Office of the Governor, working with the Department of Commerce and Consumer Affairs Insurance Division

Funds would support planning and administration of income tax credits for emergency management and disaster preparedness activities

Establishes grants for low-income taxpayers earning 80% or less of area median income to fortify their residential properties against natural disasters

Directs oversight of emergency shelter development, including hurricane and tsunami shelters

Authorizes hiring of personnel needed to implement disaster preparedness initiatives; effective July 1, 2025
