Exempts certain activities from county building permit requirements when located outside special management areas: like-for-like maintenance repairs (excluding electrical, plumbing, or mechanical work), Group U structures under 1,000 square feet, and interior remodeling that doesn't change square footage, room count, room locations, or building use

Requires property owners to submit plans and written notice to county agencies before performing exempt repairs on larger structures (dwellings over 3,000 sq ft or certain commercial buildings over 5,000 sq ft), installing Group U structures over 1,000 sq ft, or doing interior remodeling

County agencies must certify exempt work within 30 calendar days of receiving written notice, and work cannot begin until the agency confirms no building permit is required for floodplain management compliance

Authorizes county fire departments and building permitting agencies to inspect exempt work upon reasonable notice, with ability to obtain court warrants if entry is refused

Group U occupancies are defined as uninhabited structures including agricultural buildings, barns, carports, fences, private garages, sheds, and similar accessory structures; effective date is July 1, 2050
