Adds section 11-351 to the list of applicable contribution limits that trigger the requirement to return excess contributions within 30 days of receipt

Requires candidates, candidate committees, and noncandidate committees to return any contribution exceeding the $100 cash contribution limit from a single person during an election period

Excess contributions not returned to the contributor within 30 days will escheat (be forfeited) to the Hawaii election campaign fund

Effective date of July 1, 2050
