Prohibits state and county grant recipients (under chapter 42F or county charter/code) from making political contributions or soliciting contributions during the grant contract period

Extends the existing prohibition on campaign contributions to include officers and immediate family members of state/county contractors and grantees for the duration of the contract

Expands the definition of "immediate family" to include spouse, reciprocal beneficiary, children, parents, grandparents, brothers, sisters, and their spouses/reciprocal beneficiaries

Requires unlawful contributions to be returned to the contributor within 30 calendar days or the funds will escheat to the Hawaii Election Campaign Fund

Mandates contractors and grantees to disclose names of officers and immediate adult family members to state/county offices for contracts exceeding $100,000 (goods/services) or $250,000 (construction), with information made available to campaigns via a password-protected commission website

Takes effect July 1, 3000
