Amends Act 45, Session Laws of Hawaii 2024, to repeal the sunset provision that was set to expire on June 30, 2028

Preserves counties' authorization to develop, construct, finance, refinance, or provide mixed-use developments using bond proceeds expended after December 31, 2023

Ensures amendments to section 46-15.1, Hawaii Revised Statutes, will not be repealed when the section is reenacted on July 1, 2030 and July 1, 2031 under various prior session laws
