Adds two new preferential factors for Hawaii Housing Finance and Development Corporation (HHFDC) housing assistance: proximity between housing location and applicant's place of employment, and whether the applicant is a state or county employee

Allows households with incomes up to 20% greater than the income on which the maximum sales price was based to qualify for unit purchases

Requires HHFDC to rank all applicants according to preference criteria, select applicants based on application date within similarly ranked pools, and validate preference status before occupancy

Authorizes HHFDC to establish additional eligibility criteria through administrative rules under chapter 91

Effective date of July 1, 3000 (placeholder date indicating further legislative action needed)
