Accelerates the deadline for upgrading, converting, or connecting 13,821 priority level 1 cesspools from 2050 to January 1, 2035, with an exception for cesspools in Kokee and Waimea Canyon state parks on Kauai (extended to 2040).

Requires 12,367 priority level 2 cesspools to be upgraded, converted, or connected to sewerage systems by January 1, 2040.

Allows the Director of Health to grant exemptions for cesspools where upgrades are infeasible due to small lot size, steep topography, poor soils, accessibility issues, or planned sewerage developments.

Permits up to five-year extensions for property owners who demonstrate financial inability to pay for cesspool upgrades.

Requires the Director of Health to submit an inventory of all remaining cesspools to the legislature by January 1, 2050, with recommendations on whether and when each should be upgraded.
