Expands the offense of negligent injury in the first degree under Section 707-705, Hawaii Revised Statutes, to add a new category of criminal liability

Creates a new provision making it negligent injury in the first degree to cause bodily injury to another person while operating a vehicle negligently under the influence of alcohol or drugs

Existing law already covers serious bodily injury from negligent vehicle operation and substantial bodily injury to vulnerable users; the new provision adds any bodily injury when the driver is intoxicated
