Reduces Hawaii Island Burial Council membership from 9 to 7 members, while keeping the Moloka'i council at 5 members

Eliminates the requirement that councils include up to 3 representatives of development and large landowner interests (1 for Moloka'i)

Removes developers and large landowners from the consultation process when the department adopts rules related to burial councils

Requires all council members to be regional representatives selected from the Hawaiian community based on their understanding of Native Hawaiian culture, history, burial beliefs, customs, and practices

Maintains requirement that at least 2 regional representatives on each council be appointed from nominees submitted by the Office of Hawaiian Affairs
