Exempts housing projects that have received a state financing commitment and are located within the urban land use district from the requirement to obtain approval from the county legislative body (council)

Authorizes county planning directors to reject permit applications within 30 days of receiving preliminary plans for state-financed projects within urban land use districts if infrastructure is lacking

Amends Section 201H-38 of the Hawaii Revised Statutes governing the Hawaii Housing Finance and Development Corporation's (HHFDC) authority to develop exempt housing projects

Maintains existing requirements that projects must meet minimum health and safety standards and not contravene public utilities commission safety standards or water supply board regulations

Takes effect July 1, 3000 (placeholder date indicating delayed implementation pending further legislative action)
