Removes the prohibition on owner-builders leasing residential or farm buildings they construct under the owner-builder exemption, allowing them to rent out properties they build on land they own or lease

Eliminates the previous requirement that owner-built structures be only for personal use or use by grandparents, parents, siblings, or children

Requires owner-builders to provide signed written notice to prospective tenants that the structure was built or improved by an individual who is not a licensed contractor

Maintains the one-year presumption rule for sales only (not leases) - selling within one year of completion remains prima facie evidence of building for sale purposes

Takes effect July 1, 3000 (placeholder date indicating delayed implementation pending further legislative action)
