Creates a new chapter in Hawaii Revised Statutes establishing a registration system for certified doulas through the Department of Commerce and Consumer Affairs

Defines "certified doula" as an individual certified by approved organizations including DONA International, Childbirth and Postpartum Professional Association, Childbirth International, or International Childbirth Education Association

Requires anyone providing doula services for compensation or advertising as a certified doula to register with the department and pay applicable fees

Grants registered certified doulas the right to be present during a client's labor, delivery, and in recovery rooms when requested by the client, subject to health and safety requirements

Exempts uncompensated support providers and those caring for family members from registration requirements, effective January 1, 2026
