Sets registration fees at $30 for electric bicycles, with a separate fee (amount left blank) for Class 3 electric bicycles

Creates new "electric micro mobility device" category for motorized personal transportation devices under 75 pounds (like one-wheels and electric skateboards), subject to the same regulations as electric foot scooters

Increases the mandatory helmet age from 16 to 18 for bicycle and electric foot scooter operators, and raises the minimum age for electric foot scooter operation helmet requirements from 16 to 18
