Designates the legislation as the "Mark Nakashima Act" and authorizes raw milk producers to sell raw milk, raw milk products, and raw milk dairy products directly to consumers for human consumption beginning July 1, 2026

Limits raw milk dairies to no more than 10 milk-bearing animals (cows, goats, or sheep) and requires annual veterinary examinations with blood tests, plus monthly coliform and standard plate count testing

Sets bacteria limits at 10 colony-forming units per milliliter for coliform count and 25,000 colony-forming units per milliliter for standard plate count; raw milk must be distributed within 7 days of production and stored at no more than 45°F

Requires containers to display warning labels stating the milk is not subject to state inspection or pasteurization requirements and may contain harmful bacteria

Permits the sale of raw goat milk specifically for pet consumption beginning July 1, 2026, with separate labeling requirements stating "FOR PET CONSUMPTION ONLY"
