Requires each county permitting agency in Hawaii to create and fill dedicated staff positions exclusively for processing permit applications for state projects

Allows county permitting agencies to contract with third-party services to process state project permits until the new positions are filled

Defines "state project" as any activity directly undertaken by the State or supported through appropriations, contracts, grants, loans, or other state funding

Appropriates unspecified amounts from general revenues for fiscal years 2025-2026 and 2026-2027 to the four counties (Honolulu, Maui, Hawaii, and Kauai) to establish these positions

Takes effect July 1, 2025
