Prohibits retailers from using dynamic pricing on food items sold or eligible to be sold through the Supplemental Nutrition Assistance Program (SNAP) or Special Supplemental Foods Program for Women, Infants, and Children (WIC)

Defines dynamic pricing as fluctuating prices based on demand, season, consumer data, or other factors, including artificial intelligence-enabled pricing adjustments

Establishes civil fines of up to $5,000 per item per day for violations, with the attorney general authorized to collect

Creates administrative fines of up to $500 for first offenses and up to $1,000 for subsequent offenses, plus investigation costs, enforceable by the director of commerce and consumer affairs

Adds a new section to Chapter 480 of the Hawaii Revised Statutes (consumer protection law), effective upon approval
