Creates a new "disability travel placard" for Hawaii residents who have a removable windshield placard or disabled paid parking exemption permit but do not have a special license plate, allowing them to park in accessible spaces at airports and ports while traveling with their regular placard.

Applicants must present a completed form and proof of travel to the issuing agency (Disability and Communication Access Board) to receive one disability travel placard.

The disability travel placard expires on the last day of the month following the return date shown on the proof of travel.

Addresses situations where disabled travelers need to leave their vehicle at Hawaii airports or ports but must take their windshield placard for use at their destination.

Effective date set for July 1, 3000 (placeholder date pending further legislative action).
