Allows businesses and organizations to accept state-issued digitized identification cards (mobile driver's licenses) as valid proof of identity or age for consumers

Requires digitized IDs to be downloaded through a state-approved application; screenshots, photos, or images of IDs do not qualify as valid digital identification

Prohibits persons verifying a digitized ID from searching or accessing other data on the consumer's mobile device, and requires prompt return of the device after verification

Authorizes state and county law enforcement agencies to accept digitized identification cards as proof of identity beginning July 1, 2027

Directs the Department of Transportation to establish rules for implementation; effective date set for July 1, 2077
