Establishes escalating fines for criminal trespass onto public parks and recreational grounds: $100 for first offense, $200 for second offense, and $400 or minimum 30 days imprisonment (or both) for third or subsequent offenses

Authorizes seizure and disposal of abandoned or unattended personal property left unlawfully on public parks, with immediate disposal required for items posing health or safety risks

Requires the Department of Land and Natural Resources to identify and restore vacated homeless encampment areas on public lands and submit annual reports to the legislature beginning with the 2026 session

Directs the Department of Human Services to establish a homeless outreach and case management program providing transportation to shelters and referrals for medical, mental health, and substance abuse services

Appropriates unspecified amounts from general revenues for fiscal years 2025-2026 and 2026-2027 to DHS and DLNR for implementation, effective July 1, 2025
