Establishes the Hawaii Efficient Transitional Homes Commission within the Department of Human Services to oversee development, operation, and funding of transitional homes for people recovering from addiction, disability, homelessness, or incarceration

Commission membership includes directors (or designees) of Health, Public Safety, Corrections and Rehabilitation, and Human Services, plus the State Health Planning administrator, a judiciary representative, and nonprofit representatives including technology organizations

Requires the commission to develop recommendations on lean management practices, real-time technology monitoring, resident-led advisory boards, artificial intelligence for performance audits, and public transparency dashboards

Mandates enforcement of statutory limits allowing only two residents plus a resident manager per transitional home

Requires annual reports to the legislature with findings, recommendations, and proposed legislation beginning 20 days prior to the 2026 regular session
