Prohibits the State from issuing or extending public land leases to any individual, corporation, or federal agency that owes money to the State, including unpaid impact aid or Compact of Free Association reimbursement costs

Bars lease issuance to entities that are noncompliant with environmental consent decrees or memoranda of agreement, or that have violated federal or state environmental protection laws

Requires the Board of Land and Natural Resources to obtain certification from the Governor's office confirming a prospective lessee is in good standing before issuing or extending any lease

Existing lessees found not in good standing have three years (or until lease end, whichever is sooner) to correct violations by paying debts, completing environmental remediation, or serving penalties, or face lease termination

Effective date is set for July 1, 3000, indicating this is placeholder legislation
