Removes the requirement for department heads to approve employment decisions (hiring, promotions, transfers, demotions, discharges, job descriptions) made by boards and commissions administratively attached to their departments

Amends Section 26-35 of Hawaii Revised Statutes to allow boards and commissions to make personnel decisions independently, subject only to applicable personnel laws

Removes specific exemptions from the employment approval requirement for the Office of Elections, Elections Commission, and Campaign Spending Commission, as the approval requirement itself is being eliminated

Updates conforming language in statutes governing the Hawaii Housing Finance and Development Corporation, Land Use Commission, High Technology Development Corporation, transportation management area metropolitan planning organizations, Hawaii Health Systems Corporation, Hawaii Public Housing Authority, and State Commission on the Status of Women

Takes effect upon approval by the Governor
