Allows counties to petition the Land Use Commission between July 1, 2026, and June 30, 2029, to redistrict small lot agricultural subdivisions to rural districts through a declaratory ruling process

Eligible lands must be subdivided into lots no larger than one acre, contain ten or more contiguous lots with single-family residences, and not be designated as important agricultural lands

Requires counties to provide written notice to lot owners at least 15 days before public hearings and obtain review and recommendation from the Office of Planning and Sustainable Development

Land Use Commission must process petitions within 365 days of completion and may deny petitions if insufficient evidence is presented or significant public trust issues exist

Act takes effect July 1, 3000 (placeholder date) and sunsets June 30, 2029
