Appropriates $5,000,000 per year for fiscal years 2025-2026 and 2026-2027 to fund the cesspool compliance pilot grant project administered by the Department of Health

Provides financial assistance to low- and moderate-income property owners, including lessees on Hawaiian home lands, for cesspool conversion costs in priority level 1 or 2 areas identified by the Hawaii cesspool prioritization tool

Restores funding for the grant program originally established by Act 153 (2022), which lapsed on June 30, 2024

Addresses the state mandate requiring all cesspools to be upgraded, converted to approved wastewater systems, or connected to sewerage systems by 2050

Takes effect July 1, 2025
