Requires the Department of Accounting and General Services (DAGS) to install at least one automated external defibrillator (AED) on each floor of every state building, including all public schools, by January 1, 2026

Mandates DAGS to develop a cardiac emergency response plan and coordinate with county emergency service providers to integrate the plan into their protocols, following American Heart Association or nationally recognized guidelines

Requires DAGS to provide CPR and AED training for employees and security staff of specified agencies including the Governor's office, Lieutenant Governor's office, State Legislature, Department of Education, Department of Law Enforcement, and Department of Corrections and Rehabilitation

Exempts state buildings where lease agreements specifically prohibit AEDs and provides liability protection for individuals who administer CPR or use an AED under this chapter

Appropriates unspecified amounts from general revenues for fiscal years 2025-2026 and 2026-2027 for AED installation, maintenance, and training programs, with an effective date of July 1, 2025
