Designates all Hawaii state waters within 3,000 feet seaward of the territorial sea baseline as ocean recreation management areas, replacing the current patchwork system of designated areas around each island

Requires commercial use permits for all commercial activities conducted in ocean recreation management areas, except for operations originating from commercial harbors under the Department of Transportation

Allows holders of valid commercial use permits as of July 1, 2025 to continue renewing their permits, but permits may be terminated for cause or denied renewal if previously terminated or not renewed before expiration

Maintains existing restrictions including prohibition of thrill crafts, parasailing, and commercial high-speed boating on weekends and holidays in Oahu's Maunalua Bay, and bans all commercial ocean recreation on Sundays in Maunalua Bay

Continues seasonal ban (December 15 - May 15) on thrill crafts, parasailing, and commercial water sledding in west and south Maui waters from Pu'u Ola'i to Hawea Point
