Prohibits parking of motor vehicles on the grounds of Iolani Palace, with exceptions for necessary deliveries and administrative purposes, effective January 1, 2026

Requires the Department of Accounting and General Services (DAGS) to remove all blacktop, parking areas, and paid public parking adjacent to Iolani Palace, except for the "Grand Entrance" from King Street

Requires the Department of Land and Natural Resources (DLNR) to develop and maintain a pedestrian promenade to replace parking areas, using grass or historically appropriate materials based on original palace grounds photos from the Hawaii State Archives

Both DAGS and DLNR must submit cost analyses and proposed legislation to the legislature no later than 20 days before the 2026 regular session

Recognizes Iolani Palace as the only royal palace in the United States where a reigning monarch lived, noting it is currently the only royal palace worldwide with metered parking on its grounds
