Requires each county permitting agency in Hawaii (Kauai, Maui, Hawaii, and Honolulu) to create dedicated staff positions exclusively for processing permit applications for state projects

Allows counties to contract with third-party services to process state project permits until the designated positions are filled

Defines "state project" broadly to include activities directly undertaken by the State or its subdivisions, or projects receiving state appropriations, contracts, grants, loans, or other funding assistance

Appropriates unspecified sums from general revenues for fiscal years 2025-2026 and 2026-2027 to each of the four counties to establish and fill these positions

Takes effect July 1, 2025
