Amends Section 201H-38, Hawaii Revised Statutes, governing housing projects developed by or with the Hawaii Housing Finance and Development Corporation

Prohibits county legislative bodies from making modifications to housing development project proposals that would increase the cost of the project

Maintains the existing 45-day deadline for county legislative bodies to approve, approve with modification, or disapprove housing project preliminary plans and specifications

Projects not disapproved by the 46th day are automatically deemed approved

Takes effect upon approval
