Exempts state and county lands leased after July 1, 2025, for an initial period of at least 99 years from Hawaii's residential leasehold laws (Chapter 516 and Chapter 516D)

Amends Section 516-2 to add the 99-year lease exemption alongside existing exemptions for Hawaiian home lands and federal government lands

Amends Section 516D-1 to similarly exempt long-term state and county leases from laws governing residential condominiums and cooperative housing corporations on leased land

Effective date is set to July 1, 3000 (placeholder date indicating further legislative action needed)
