Authorizes the Director of Finance to issue special license plates recognizing the University of Hawaii Cancer Center to Hawaii residents who apply and pay required fees

Requires the plate design to be developed in consultation with county finance directors, police chiefs, and the UH Cancer Center director, with restrictions against obscene content, trademark violations, religious promotion, or commercial advertising

Establishes a fee structure including the cost of the plate, administrative costs, and a fundraising fee determined in consultation with the UH Cancer Center director

Directs fundraising fee revenue to be deposited into a separate county budget account for the UH Cancer Center

Permits revocation of all special plates if fewer than 150 registered owners obtain them within three years of first issuance

Effective date set for July 1, 3000 (placeholder date)
