Redefines "historic property" under Hawaii's historic preservation program to mean properties included on, or eligible for inclusion on, the National Register of Historic Places or Hawaii Register of Historic Places

Removes the previous definition that classified properties as "historic" simply based on being over 50 years old

Expands the definition to explicitly include artifacts, records, and material remains relating to historic buildings, structures, objects, districts, areas, or sites

Preserves rights, duties, penalties, and proceedings that existed before the effective date

Effective date of July 1, 3000 (placeholder date indicating legislative intent to defer implementation)
